Ergens diep in de zee ligt Snorkelland waar de Snorkels, kleine wezentjes met een buisje op hun hoofd, wonen. De hoofdpersonages zijn Allstar, Okkie (zijn inktvispuppy), Kitty, Daffney, Dimmy en Toeter (die niet kan praten, alleen toeteren). Samen beleven ze heel wat onderwateravonturen. Vaak raken ze in de problemen door Junior, de verwende zoon van gouverneur Nathals. Ze gaan dan meestal te rade bij Oom Galjoen, de oom van Allstar.
