Sakurakouji Sakura is een meisje dat bescheiden en gracieus lijkt, maar in werkelijkheid bedreven is in vechtsporten. Nadat ze getuige is geweest van een jongen die mensen verbrandt met zijn blauwe vlam, schrikt ze als ze ziet dat dezelfde jongen een transferstudent is, Oogami Rei. Oogami is een codebreker, iemand die niet bestaat. Hij is een schijnbaar koelbloedige moordenaar die het principe van oog om oog volgt, om kwaad tegen kwaad te gebruiken. Ervan overtuigd dat doden niet juist is, probeert Sakurakouji hem tegen te houden en zijn ijzige hart binnen te dringen.
